Richard David Diaz (Ricky), 55, passed away in Lompoc on December 27th, 2009. Ricky was born in Herlong, California on August 27, 1955 to Richard Diaz of Lompoc and the late Pia Carolyn Diaz (Ceccarrelli).

Early in the process, a partial payment date was projected for May 2010. In order for the Bureau to make a partial payment the following must occur:
· The Bureau must have reviewed 90% of the applications received by October 5, 2007 (5,342/4,808);
· A final deadline date must be established 90 days after we have reviewed 90% of the applications received by October 5, 2007;
· Once 90 days has passed from the final deadline, a partial payment can be made to those applicants who have been determined eligible.
