The Social Services Manager has full responsibility for planning, directing, and administering all social service related programs provided by the Tribe. The Manager plans, organizes and monitors department operations, functions, and activities, services activities, services and staff. The Manager is responsible for program management and on-going community relations. The Manager participates in the overall planning, development and implementation of the Tribe’s short and long term goals as they relate to the special social service needs of the Tribal community

ESSENTIAL DUTIES & RESPONSIBILITIES
- Responsible for working with Native American families, children and the legal system, other social workers and service providers to ensure compliance with the Indian Child Welfare Act.
- Work with families’ in-crisis and provide appropriate referrals.
- Develop case plans and provide referrals for culturally appropriate services to prevent the break-up of Native American families.
- Prepare professional written case plans, summaries, updates and correspondence.
- Coordinate with Tribal and/or law enforcement for the safe placement of children when maltreatment is reported and removal of child/children is required for safety.
- Coordinate the Child Protective Team and other child welfare system for the protection of children.
- Coordinate with other departments, providers, and monitor case progress toward reunification if deemed appropriate in accordance with federal timelines.
- Establish a foster care program i.e., foster care licensing, foster parent recruitment, foster parent training. (Maintain an eligible list of foster homes within the community).
- Establish and maintain appropriate relative placements in accordance with Tribal Policies and Procedures.
- Represent the Tribe in court regarding the best interest of the Indian Child.
- Shall provide after hour and weekend coverage for intake and coordination of services. In addition the on-call worker may provide after-hours checks on families with whom the department is already providing services.
- Will be on an on-call rotating schedule for the Emergency Youth Shelter and Social Services.
- Oversees the planning, formulation, coordination and implementation of all Department program activities, including Social Services and the Tribal Senior Center.
- Establishes operating and administrative procedures to assure efficient program operation and compliance with all contractual terms, conditions and obligations.
- Controls and coordinates operations and activities and approved action plans for the Department.
- Administrator and manage all budgets, BIA (Bureau of Indian Affairs) funding
- Presides at various meetings of staff personnel to obtain guidance, provide leadership and coordinate the activities of these groups to the best interest of the Tribe and the Department.
- Assists in the formulation of policy in an advisory capacity and prepares information to be considered in the determination of policy.
- Plan and promote cooperative services with other tribal departments and programs
- Other job related duties as assigned by the supervisor.
KNOWLEDGE, SKILLS & ABILITIES
- Must have a Bachelor’s Degree in Social Work or related field and (two) 2 year of experience in the delivery of human services with direct client services; or
- Must have an Associate’s Degree in Social Work or related field and (four) 4 years of experience in the delivery of human services with direct client services; or
- Must have at least (six) 6 years of work experience in the delivery of human services with direct client services (at least (four) 4 years of work experience must be with an Indian Tribe in a position involving the delivery of human services with direct client services).

- THIS POSITION REQUIRES COMPLIANCE WITH THE INDIAN CHILD PROTECTION and FAMILY VIOLENCE PREVENTION ACT PUBLIC LAW 101-630; 25 CODE of FEDERAL REGULATIONS PART 63 – INDIAN CHILD PROTECTION and FAMILY VIOLENCE PREVENTION; CRIME CONTROL ACT OF 1990, EMPLOYEE BACKGROUND CHECKS; and EXECUTIVE ORDER 12968, ADJUDICATIVE GUIDELINES AND THEREFORE MUST SUCCESSFULLY COMPLETE AN EXTENSIVE BACKGROUND CHECK BEFORE START EMPLOYMENT.
- This position requires that the candidate be a mandated reporter.
- Demonstrated experience with and understanding of federally funded programs, particularly as they relate to Native Americans, particularly the Indian Self-Determination & Educational Assistance Act (Public 93-638).
- Ability to communicate effectively, both orally and in writing.
- A minimum of two years’ experience in development and management of community-based programs.
- Demonstrated ability to direct or manage Social Service programs.
- Ability to relate well with people and to use good judgment.
- Experience working with diverse Native American Cultures.
- Thorough understanding of the application of the Indian Child Welfare Act (ICWA), and other federal laws governing child welfare.
- Ability to maintain confidentiality.
