POSITION DESCRIPTION

The Vocational Rehabilitation Program Manager responsibilities include directing the development, planning, administering, and implementation of a comprehensive Vocational Rehabilitation program to meet the needs of the clients, this includes the provision of services to persons with physical, mental, behavioral and other impairments that promote their employability, economic self-sufficiency, independence, and inclusion and  integrations into society.

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Selects and assigns staff, ensuring equal employment opportunity in hiring and promotion. Ensures proper labor relations and conditions of employment are maintained.
  2. Coordinates program activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees. Evaluates and verifies employee performance through the review of completed work assignments and work techniques. Identifies staff development/training needs and ensures training is obtained.
  3. Monitors and has responsibility for diagnostic and intake procedures to ensure clients gain maximum benefit from the Vocational Rehabilitation program. Maintains records, prepares reports, and composes correspondence related to the work.
  4. Evaluates the records of applicants and clients to determine level of aspiration, interest, motivation, aptitude, and scholastic achievement and recommends appropriate area of training accordingly. Counsels clients to initiate vocational rehabilitation and adjustment to disabilities.
  5. Coordinates vocational rehabilitation counseling activities by scheduling work assignments, setting priorities, and directing the work of professional Rehabilitation Counselors, Blind Rehabilitation Instructors and Rehabilitation Services Coordinators. Determines procedures for surveying vocational rehabilitation services and needs in a specialized area of rehabilitative work. Conducts surveys to determine needs and opportunities for handicappers in business and industry.
  6. Serves as liaison between lay and professional groups concerning difficulties facing the disabled. Participates in special conferences, meetings, and training sessions designed to solve problems encountered in fieldwork. Gives speeches and prepares promotional materials.
  7. Provides rehabilitative services for clients with disabilities such as loss of hearing, blindness, sight impairment, amputations, diabetes, mental deficiency, or illness. Plans and arranges for special medical treatments and services. Provides for the extension of present rehabilitation services and the development of new programs for individuals with mental or physical disabilities.
  8. Coordinates and supervises casework in accordance with the policies and guidelines of the vocational rehabilitation program. Gathers pertinent educational, social, medical, psychological, and vocational information relative to the clients. Provides assistance to subordinate instructors in classifying information and communication for the deaf and/or blind, as necessary.
  9. Uses public relations techniques to promote cooperation and understanding of the public. Evaluates programs and policies and makes recommendations accordingly. Participates in job development and job placement programs, contacts prospective employers and follows up on clients who have been placed.
  10. Develops proposals for and administers grants/cooperative agreements/fee schedules, to Finance rehabilitation programs to counsel individuals with disabilities.
  11. Must be able to establish and maintain good relations with various groups and organizations, news media, and the Tribal community at large. Ability to deal with day to day efforts to promote understanding of the vocational rehabilitation program’s mission and create an atmosphere conductive to quality patient care.
  12. Transports clients to and from training sessions, appointments, classes, and required project activities.
  13. Other job related duties as assigned by the supervisor.

KNOWLEDGE, SKILLS & ABILITIES

  1. THIS POSITION REQUIRES COMPLIANCE WITH THE INDIAN CHILD PROTECTION and FAMILY VIOLENCE PREVENTION ACT PUBLIC LAW 101-630; 25 CODE of FEDERAL REGULATIONS PART 63 – INDIAN CHILD PROTECTION and FAMILY VIOLENCE PREVENTION; CRIME CONTROL ACT OF 1990, EMPLOYEE BACKGROUND CHECKS; and EXECUTIVE ORDER 12968, ADJUDICATIVE GUIDELINES AND THEREFORE MUST SUCCESSFULLY COMPLETE AN EXTENSIVE BACKGROUND CHECK BEFORE START EMPLOYMENT.
  2. This position requires that the candidate be a mandated reporter.
  3. Must have strong verbal and written communication skills.
  4. Knowledge of the principles and methods of vocational rehabilitation counseling and training.
  5. Ability to guide and counsel individuals with disabilities.
  6. Knowledge of federal and state laws and regulations on accommodations and accessibility.
  7. Knowledge of training and placement facilities available to individuals with disabilities, thorough knowledge of occupational accessibility resources.
  8. Ability to apply casework techniques in interviewing, obtaining, and analyzing information and follow-up activities.
  9. Ability to evaluate programs and policies and make recommendations accordingly.

QUALIFICATION REQUIREMENTS

  1. AA in Human Services or related field with three (3) years working with people with disabilities along with supervisory experience required, Bachelor’s Degree with a major in vocation rehabilitation or related field preferred.
